Chief Operating Officer
(Reporting to the Board of Directors, AMAPCEO)

Salary Range (effective January 1, 2027):
Unit Director Maxima +15% (+ATB and P4P)
$218,886 (January 1, 2027)
Reporting to and accountable to the Board of Directors, the Chief Operating Officer (COO) is responsible for the overall operational and financial management of AMAPCEO, ensuring the organization continues to provide high-quality, responsive services to its membership.
The COO leads strategic planning and governance processes, supports elected officials and governance bodies, and provides leadership to AMAPCEO's Senior Management Team while offering counsel and guidance across multiple lines of business.
The COO oversees Human Resources and Labour Relations management and continuously evaluates organizational performance, operational structure, and staffing capacity to ensure the effective delivery of services and long-term organizational success.
Major Responsibilities:
1. Strategic Planning, Governance Support & Reporting
- Strategic Planning:Lead and coordinate the union's annual strategic planning process, monitor implementation of approved priorities, and regularly assess progress against organizational objectives.
- Governance Support & Reporting: Support governance bodies through operational reporting, coordinate governance activities and commitments, oversee governance meeting logistics, and support the policy and procedural needs of AMAPCEO's governing bodies.
- Ombudsperson Responsibilities: Act as the union’s Ombudsperson, investigating complaints and supporting the resolution of sensitive issues while considering activist accommodation needs for large-scale events.
2. Operational Management & Organizational Effectiveness
- Operational Leadership: Work with the Senior Management Team to establish organizational priorities, performance objectives, and service standards across business units.
- Financial Stewardship: Ensure sound budgeting processes, financial controls, and responsible stewardship of organizational resources.
- Technology, Systems & Administrative Support: Ensure effective network, database, systems administration, information technology services, and organizational support functions.
- Service Delivery Excellence: Ensure the effective delivery of membership services, education, communications, research, organizing, workplace advisory services, dispute resolution, and bargaining support.
- Organizational Effectiveness: Regularly evaluate operational structures, staffing complements, technology, and service delivery models to ensure organizational effectiveness and continuous improvement.
3. Human Resources, Labour Relations & Organizational Leadership
- Human Resources & Labour Relations Leadership: Utilize a senior management team model to oversee the human resources, employee relations and staff labour relations needs of the organization.
- Organizational Development & Succession Planning: Ensure professional development opportunities, leadership development, and an organizational structure that supports long-term organizational success and success planning.
- Collective Agreement Administration: Negotiate and administer staff and management-excluded collective agreements.
- Workplace Culture: Foster a workplace culture characterized by respect, collegiality, and collaboration, accountability, and inclusion.
4. Business Line Leadership & Staff Oversight
- Senior Management Team Leadership: Provide leadership to AMAPCEO's Senior Management Team (SMT), comprised of the Unit Directors and the Senior Manager, all of whom report directly to the Chief Operating Officer. Each member of the SMT is accountable for the leadership, management, and performance of their respective business lines and reporting staff.
- Organizational Oversight: Maintain operational oversight of the Senior Management Team and their assigned business lines, while providing strategic direction, guidance, and support to ensure organizational priorities are achieved.
- Direct Reporting Relationships: The members of the Senior Management Team, the Research function, and an Executive Assistant report directly to the Chief Operating Officer.
- Staff Development & Performance: Provide coaching, performance feedback, professional development support, and leadership to direct reports while fostering a culture of accountability, collaboration, and continuous improvement.
Candidates should possess:
- Governance & Strategic Leadership: Demonstrated experience supporting boards of directors, leading strategic planning processes, monitoring implementation of organizational priorities, and translating strategic objectives into measurable operational results.
- Executive Experience: Demonstrated experience as a senior executive of a large member-based organization, preferably a labour union, working directly with boards of directors.
- Union Leadership: Proven leadership and management within a progressive, complex unionized environment, including hands-on staff labour relations experience.
- Relationship Building: A track record demonstrating the ability to quickly build effective, trusting relationships with elected leadership, management, and staff.
- Mental Focus & Capability: Deep mental concentration required to research, analyze, and synthesize complex quantitative and qualitative data to generate practical strategic recommendations for the Board and Executive Committee.
- Political Acuity & Judgment: Superior judgment, political acuity, diplomacy, and tact to manage diverse, potentially conflicting stakeholder interests in a demanding, fast-paced environment.
- Leadership Style: Unquestioned integrity with a responsive, collaborative leadership style dedicated to excellence, delegation, empowerment, and supporting staff.

Travel Requirements: Occasional travel and work outside normal working hours may be required.
