LABOUR RELATIONS SPECIALIST, MEMBERSHIP SERVICES
(Reporting to the Director, Membership Services)
Full-Time, temporary contract effective immediately to July 2024.
Classification Salary Level IV - $95,977 - $120,507 (effective July 1, 2022)
This position will be responsible for:
Designing, developing and delivering programs to support membership engagement, bargaining mobilisation, activist training, governance support, campaigns, and drives to organise unrepresented employees.
Providing staff support to committees and caucuses; overseeing democratic processes, playing a significant role in large scale event planning and delivery, coordinating general membership meetings with the President’s Office, providing executive support to elected officials, liaising with members, bargaining unit employees, legal counsel, consultants and other bargaining agents; contributing content to the website, newsletters and other communications regarding member engagement, mobilisation or campaign information.
Specific responsibilities may include:
- Designs, develops and delivers member engagement programming from both a central and local focus;
- Provides governance support to a varying number of geographic Districts, by coaching District Directors and Executives in the best practice operation of the District;
- Conducting, leading or participating in policy analysis, research, mobilisation and organising, including orientation, training and advice to elected officials and volunteers;
- Plays a lead role in bargaining mobilisation inclusive of coordinating the work of activists;
- Assists Educations Officers with programming by providing subject matter expertise during the development of curriculum and assisting in the classroom setting as required;
- Delivers Learn at Lunch and additional education programming to members in their local workplace;
- Plays a lead role in labour relations campaigns at both the central and local level;
- Plays a lead role in organising unrepresented workplaces through direct interaction and engagement with prospective members, and through the mentoring and oversight of contract staff;
- Co-ordinates the work of temporary or seconded staff as assigned (during bargaining mobilisation or workplace organising);
- Plays a significant role in the coordination of large-scale events (President’s Tours, Delegates Conferences, Activists & Leaders Forum etc.);
- Provides staff support, research, advice and assistance to committees as assigned – including those involved in democratic oversight, policy resolutions and education;
- Liaises with members, elected officials, government officials, employer representatives, legal counsel, consultants and other bargaining agents;
- Plans and coordinates projects that extend across AMAPCEO work units and advises senior management on those proposed plans and projected timelines and related issues;
- Performs other duties as assigned consistent with this job specification or as mutually agreed between the incumbent and their supervisor(s)
Candidates should possess:
- Post-secondary education in a related field of study and at least 5-years’ related labour relations and / or member engagement experience preferably in a union or non-profit environment;
- Direct experience in membership development, member mobilisation or similar kinds of activities (e.g., with clients, volunteers, stakeholders or employees);
- Excellent knowledge of labour relations collective bargaining and public service, in particular the Ontario broader public service sector, how government operates and how bargaining agents operate in the Ontario and OPS contexts;
- Excellent verbal and written presentation skills; Ability to prepare accurate, timely and comprehensive reports; Experience in presenting information and training in order to provide leadership to staff and members;
- Strong interpersonal and problem-solving skills, the ability to work with volunteer officers and committees; Excellent relationship management skills, including listening, counselling, advocating, negotiating, advising and conflict resolution, and situation-appropriate assertiveness;
- Ability to use a networked personal computer to produce own correspondence, analyses and reports with text and numeric elements, to manipulate database information and to perform Internet searches; and
- Valid Ontario Driver’s License

Travel Requirements: Occasional travel required and occasional requirement to work outside normal working hours.
