Background
On January 7, 2021, the Ontario Public Service (OPS) released its enterprise-wide Anti-Racism Action Plan, a Roadmap to Racial Equity in the OPS (the “Roadmap”).
The Roadmap sets out to achieve the following three objectives:
- Build Anti-Racism Competency and Capacity
- Diversify the Talent Pipeline
- Foster and Be Accountable for an Anti-Racist and Inclusive Workplace.
As part of the next steps in the implementation of the Roadmap, ministries and commissioned public bodies must develop an anti-racism action plan that must outline how the ministry will do the following:
- Take actions under each of the three objectives of the Roadmap
- Implement a comprehensive set of actions that will result in and sustain meaningful organization-wide change in the employment outcomes of Indigenous, Black and racialized employees
- Ensure meaningful and sustained engagement across all levels of the organization in the co-design and implementation of the action plan
Ministries are required to submit their Ministry Anti-Racism Action Plans to the Anti-Racism Directorate (ARD) by March 31, 2021 and report annually on implementation progress.

AMERCs have important roles in advocating for diverse, inclusive and safe workplaces that are free from racism and other forms of discrimination. AMERCs will engage with the development of ministry anti-racism plans, with a focus on ensuring that the actions in the proposed plans are effective and sufficient.
