Today is the 23rd anniversary of the adoption of AMAPCEO’s first Constitution – on August 12, 1992.
AMAPCEO was established in 1992 as a voluntary association. A provisional Board of Directors was elected in the spring of that year, following a series of mass meetings of OPS employees who were excluded at the time from collective bargaining. Based on the response at these initial mass meetings, a number of ministries formed “excluded employee associations” to coordinate input on the government’s proposed reforms of public service bargaining rights and to serve as a vehicle to recruit and engage members.
The government indicated that it was looking for a single, formal representative organization with which to consult, so the first AMAPCEO Constitution was adopted by the Board of Directors on August 12, 1992. Although this version has been amended several times since then, it established the basic governance structure still used today.
The Board also encouraged the establishment of more local associations and the first meeting of a “Council of Representatives” from most ministries and two regional associations was held in December of that year.
