After a lengthy bargaining process, AMAPCEO and Public Health Ontario (PHO) have negotiated a tentative collective agreement called a Memorandum of Settlement (“MOS”).
Highlights of this Agreement are in the Highlights Sheet provided below, while full details can be found in the Memorandum of Understanding, also provided below. If there is any conflict between the Highlights Sheet and the MOS, the MOS applies.
Your elected bargaining team unanimously recommends voting “Yes” to the tentative Agreement.

Highlights of the deal include:
Salary Increases
Salary Increases - a total of 7.5% of salary increases for a renewal agreement from April 1, 2018 to March 31, 2022. The first increase will be retroactive to October 1, 2017.
- Effective October 1, 2017, all salary rates in effect on March 31, 2018 will be revised to provide for an increase of 1.5% across the board. Retroactive pay will be paid back to October 1, 2017.
- April 1, 2019: salary increase of 1.0%.
- October 1, 2019: salary increase of 1.0%
- April 1, 2020: salary increase of 1.0% .
- October 1, 2020: salary increase of 1.0% .
- April 1, 2021: salary increase of 1.0%
- October 1, 2021: salary increase of 1.0%
Retroactive pay will be paid to all current and former employees within 4 pay periods of ratification.
Red-circled employees who are not eligible for salary increases will receive lump sum payments, with 1.5% lump sum effective October 1, 2017 and 1.0% lump sum effective April 1, 2019.
Full Time Fixed Term Contract Employees – employee choice to opt into paid time off and benefit plans.
Currently FXT at PHO get 14.16% in lieu of paid time off and benefits. At the employee option can receive pay in lieu to 4.16% and in return get 12 stat holidays, 21 vacation days and employer paid health benefits. The employee can decline the option and remain at 14.16% pay in lieu so each employee can make a decision based on their own interest. Check the fact sheet and consult with AMAPCEO staff for more details on this option.
Improved access to paid Leaves – all employees (permanent, fixed term, externally funded
- Paid Special and Compassionate Leave –improved access- “An employee shall be entitled to special leave of up to two (2) days per year to attend to unforeseen dependent and elder related care for the leave”.
- Paid Personal Emergency Leave as per Employment SA – language incorporated that personal emergency leave will be as per the Employment Standards At – (currently 2 paid days, 8 unpaid days)
Overtime – Minimum Pay for being on-call and being called back to work
Overtime – Minimum Pay for being on-call and being called in to work - $1 hour for being on call, 3 hours minimum call in for call back to work, whether the call back is by telephone or physical return to work.
Part-Time Holiday Pay
Part-time Holiday Pay – Part-time workers currently receive 14.16% in lieu of paid time off and benefits. They will now continue to receive 14.16% in lieu and also receive paid holiday pay calculated under the Employment Standards Act

AMAPCEO will be holding a series of AMAPCEO membership meetings (both in person and via teleconference) to explain the tentative collective agreement and to hold a ratification vote on the tentative agreement.
The meeting and voting schedule is as follows:
- Tuesday May 8 - 12 noon to 1pm – 480 University Ave., Room 350 (voting open to 2pm).
- Wednesday May 9 - 12 noon to 1pm - 661 University Ave., Room 17 (voting open to 2pm)
- Thursday May 10 - 12 noon to 1pm – teleconference meeting – 416 764 8658 or toll free 1 888 886 7786
- Tuesday May 15 - 12 noon to 1pm – 480 University Ave., Room 350 (voting open to 2pm).
You may attend any meeting or teleconference that is convenient to you.
There will be a secret ballot vote on whether to accept or reject the tentative collective agreement.
You may vote in person at the meetings, or if you are unable to attend the meetings, you may opt in to an online secret ballot. If you wish to vote online, please contact Matthew Hill at the AMAPCEO office with your request by no later than May 14, 12 noon. To vote online you must provide a personal email address if we do not have one already.
The bargaining team is made up of elected PHO employees, Rebecca Mador and Rachel Higgins, supported by AMAPCEO staff and external legal counsel.
