Dave Bulmer

Dave Bulmer is the President & Chief Executive Officer of AMAPCEO – Ontario’s Professional Employees Union.

AMAPCEO represents 17,000 professionals in 13 bargaining units across the Province of Ontario and 10 countries worldwide who work directly as civil servants for the Government (Ontario’s Public Service) or as public servants with arm’s length agencies within the broader public sector.

Prior to his election as President & CEO in 2015, he served a term as Treasurer and Chief Financial Officer and two terms as Board Chair.

Dave is also a member of the Ontario Pension Board (OPB) where he sits as Chair of the Governance Committee, and as a member of its Human Resources and Pension Committees. 

He guest lectures on the complimentary topics of Industrial Relations and Public Policy Administration at several Ontario universities and is a frequent panelist at labour relations, human resources, academic and think tank events. Where he speaks to contemporary subjects such as hybrid work, the impact of artificial intelligence, the workplace of the future, the importance of relationship building, and the value of the public service and working for the common good.

He holds an Executive MBA, and an Institute of Corporate Directors (ICD.D) designation from the University of Toronto’s Rotman School of Management. He was featured in Canada’s Top 100 Professionals for 2023 and was a recipient of the Pearson Centre for Public Policy’s Leadership Award in 2024.

Dave is a long-time employee of the Ontario Ministry of Health, Emergency Health Services, Land & Air Ambulance Program and a former elite level hockey coach and instructor with Hockey Canada. And he’s the proud Dad of two adult sons and a passionate supporter of the Canadian Cancer Society, Crohn’s & Colitis Canada, the Yonge Street Men’s Mission, and PFLAG.
