AMAPCEO President Dave Bulmer sent the following message to members at Supply Ontario on Thursday, August 26, 2024:
Thank you to everyone who raised your concerns about the Bill 124 remedy with the Supply Ontario Employer.
Our advocacy has paid off.
I’m writing with two pieces of good news—made possible by our combined efforts.
Bill 124 remedy
Late last week, AMAPCEO confirmed that the Supply Ontario Employer will implement salary increases and retroactive payments related to the Bill 124 settlement.
This remedy will increase your individual salary and salary ranges retroactive to April 1, 2022.
This is a significant change in the Employer’s position. Originally, it denied that the remedy applied to Supply Ontario employees.
Supply Ontario has still not confirmed when you should expect to receive these wage increases and related retroactive payments.
We will continue to hold the Employer’s feet to the fire to ensure these payments are made in line with the arbitrated Bill 124 remedy - quickly and accurately.
Negotiated 1% wage increases
In the meantime, you will finally start to see the 1% wage increases that we negotiated in our current collective agreement.
These changes to your individual salary rate and salary ranges are effective April 1, 2024 and will be reflected on your pay in the coming weeks.
While I’m pleased to see the Employer finally provide a timeline on when you can expect to receive the money you are owed, it should not have taken the Employer as long as it has. Your current collective agreement was negotiated nearly two years ago as members of the Ontario Public Service, and though the divestment to Supply Ontario has made matters more complicated, a contract is a contract.
Thank you for your advocacy – we are always stronger together.

Message from President Dave Bulmer - August 16, 2024
AMAPCEO President Dave Bulmer sent the following message to members at Supply Ontario on Friday, August 16, 2024:
I have two important updates with respect to your salary at Supply Ontario, and a request for you to take action.
Bill 124 remedy
In January 2024, AMAPCEO secured an arbitrated remedy for members in the Ontario Public Service (OPS) who were negatively affected by the government’s unconstitutional Bill 124.
The remedy increases individual salaries and salary ranges for OPS members by:
-
April 1, 2022: 2%
-
April 1, 2023: 2.5%
-
April 1, 2024: 2%.
The implementation of these salary rate adjustments in the OPS is now nearly complete, and the OPS Employer will be processing back pay to make members there ‘whole’ this fall.
As the successor employer to the OPS, Supply Ontario is bound by this arbitrated Bill 124 remedy, and you are entitled to the same 6.5% wage increase.
So far, the Supply Ontario Employer has refused to acknowledge their responsibilities under the arbitrated remedy.
We have demanded they return to the table to discuss their obligations again.
Should they continue to deny what AMAPCEO members at Supply Ontario are owed, we will take legal action.
Take action
Thank you to those who have already emailed the Supply Ontario Employer demanding that they fulfill their obligations under the Collective Agreement.
If you haven’t yet, please write to HR@SupplyOntario.ca to express your concerns. We have put together a draft template you can use.
You work hard to ensure Ontario’s public services have the necessary supplies at the best possible value, and you deserve better than this from your employer.
Template email to send to Supply Ontario HR
Hello,
I am writing to ask for an update on the arbitrated 6.5% remedy from the government’s unconstitutional Bill 124.
We haven’t received an update from management on this, and the lack of communication is disappointing to say the least.
My colleagues and I work hard to ensure Ontario’s public services have the necessary supplies at the best possible value. We've waited patiently while our colleagues at the Ontario Public Service are starting to see the remedy reflected in their paycheques.
We should receive what we are owed, without any further delay.
Can you please provide me with an update on the implementation of the wage adjustments from the Bill 124 remedy?
Sincerely
[Your name]
Negotiated 1% wage increases
I also wanted to update you that AMAPCEO has been continually pushing the Supply Ontario Employer to process the 1% wage increases as per the current collective agreement. These changes to your individual salary rate and salary ranges are effective April 1, 2024.
It is unacceptable that you have not received these salary adjustments by now or even notice from the Employer on when they intend to process them.
Earlier today, the Supply Ontario Employer finally informed us that they will soon be providing you with a timeline for when you can expect to receive what you are owed.
Until the money you are owed is in your account, AMAPCEO will continue to pressure the Supply Ontario Employer to make good on our contract.
Stronger together,
Dave Bulmer
