On behalf of the AMAPCEO team, I’m pleased to inform you that your Association has reached a negotiated settlement with the Ministry of Transportation regarding Compressed Work Week (CWW) arrangements in the Provincial Highways Management (PHM) Division.
Access to Compressed Work Weeks is an important entitlement in our OPS Collective Agreement, allowing you to take more control of your time for your family and friends.
This settlement is good news for all of our members in the PHM division. Below, you will find how it affects you is based on whether you were on a CWW arrangement as on September 1, 2014.

I was on a CWW arrangement on September 1, 2014, and I’m currently in the SAME position at PHM.
Your CWW arrangement will be considered by the Employer.
What do I need to do?
- Provide documentation to your manager by November 4, 2016 that verifies you were on a CWW arrangement on September 1, 2014 and are currently in the same position.
This documentation can be:- A written CWW agreement that was signed and dated between September 1, 2013 and September 1, 2014;
- An office or employee-specific schedule that includes a period of time between September 1, 2013 to September 1, 2014 that shows your CWW schedule; and/or
- A screenshot from WIN that shows you used a prorated number of credits (e.g. vacation, STSP, COC) between June 1, 2014 and September 1, 2014 as a result of being on a CWW.
- Your manager may ask you a number of questions about how your CWW may impact your work and your work group. It’s advisable to go into this meeting prepared. The Employer has prepared a Discussion Outline with some questions that you may expect. You can ask your manager for this outline, which is Appendix D in the PHM Staff Guide to CWW Work Schedules.
- Managers will have by November 21, 2016 to review your CWW request.
I have not had a CWW arrangement at PHM. —OR— I was on a CWW arrangement on September 1, 2014, but I’m in a DIFFERENT position at PHM.
You will need to request a new CWW arrangement with your manager. You can request one at any time and there is no deadline, but please note that the Employer will not process new CWW requests until after November 28, 2016 to allow for the processing of those seeking reinstatement.
What do I need to do?
- Learn more about Compressed Work Weeks on the AMAPCEO website.
- Meet with your manager to discuss your request. This is the standard process for AMAPCEO-represented employees across the OPS. A quick and easy request form for this meeting can be found on our website. Your manager may ask you a number of questions about how your CWW request may impact your work and your work group. It’s advisable to go into this meeting prepared. The Employer has prepared a Discussion Outline with some questions that you may expect. You can ask your manager for this outline, which is Appendix D in the PHM Staff Guide to CWW Work Schedules.
- Follow up with your manager to see if your CWW request has been approved.
- If it has been approved, you and your manager need to enter into a written agreement using the CWW Agreement template found on page 171 of the OPS/AMAPCEO Collective Agreement.
- If it has been denied, you can approach your manager informally to try and resolve the issue, or you can ask AMAPCEO to file a Formal Dispute (Article 15.2.1) within 30 working days of the denial of your CWW request. Please contact a Workplace Representative to discuss the denial and possible next steps.
