The pan-Canadian Pharmaceutical Alliance (pCPA) is the successor employer to the Ontario Public Service (OPS), and AMAPCEO is the bargaining agent for staff at the pCPA.

AMAPCEO has negotiated strong contracts that protect wages, working conditions, job security, and more. And if you experience an issue in the workplace, we are here to help with a team of highly skilled labour relations professionals, legal counsel, and trained volunteers.

Frequently asked questions

What is a successor rights divestment?

In a divestment, operations from the Ontario government are transferred to another employer in the public or private sector. This means that work performed by AMAPCEO members may be transferred from the Ontario Public Service (OPS) to that other employer.

In a "successor rights divestment," both the current OPS Employer and the new employer recognize AMAPCEO as the bargaining agent for any affected AMAPCEO-represented employees. In this case, AMAPCEO will also represent those who were previously represented by OPSEU/SEFPO and those in non-managerial positions.

I've never been part of a union before. What benefit is it to me?

Welcome to AMAPCEO! You're joining more than 16,500 professionals working in the public interest.

There are many benefits to being a unionized professional, but here's the top five:

  1. To ensure fairness and transparency at work through a legally binding contract that provides clarity, consistency, and protections—a contract that you and your colleagues have a say in negotiating.

  2. To provide you with a fair dispute resolution process to challenge violations of the collective agreement.

  3. To protect job security in a time of financial restraint and uncertainty.

  4. To gain access to excellent professional advice and support from AMAPCEO staff, legal counsel, and volunteer representatives.

  5. To allow you and your colleagues to continue to provide effective professional services without having to worry about poor working conditions, an unfair workplace, or similar distractions.

While membership dues are deducted automatically from your pay by your employer, you are not automatically a signed member of AMAPCEO. Under our Constitution, we distinguish between being a member of your bargaining unit (which is compulsory), and active, signed membership in our union, which is voluntary and at no additional cost. 

Signed members enjoy:

  • event invitations;
  • volunteer opportunities;
  • education and training opportunities;
  • discounts on a wide range of products and services through ServicePlus, our affinity program; and
  • access to the members-only section of the AMAPCEO website.

And most importantly, becoming a signed member shows the Employer our unified strength and our shared confidence in collective bargaining.

I was an OPSEU/SEFPO member before. Is AMAPCEO my union now?

Yes, and welcome to AMAPCEO!

If you haven't already, take out a signed membership in our union. It gives you a more powerful voice, and builds a stronger community. It also entitles you to:

  • event invitations;
  • volunteer opportunities;
  • education and training opportunities;
  • discounts on a wide range of products and services through ServicePlus, our affinity program; and
  • access to the members-only section of the AMAPCEO website.

And if your home position (whether permanent, fixed-term, or temporary) is represented by AMAPCEO, you are entitled to the benefits above and to:

  • vote in AMAPCEO elections;
  • run for leadership or committee positions; and
  • stronger representation for your District (the higher number of signed members in your District, the higher the number of Delegates your District will have).

What's the difference between membership and signed membership?

If you're working in an AMAPCEO position, your union will represent you no matter what.

Do we have a collective agreement?

Not yet. We want a fair collective agreement that provides clarity, consistency, and protections.

Every member at pCPA will be invited by email to complete a confidential survey on your current working terms and conditions, and what you want to see as part of our first collective agreement. It's very important that you complete this survey and make sure your voice is heard.

These results, coupled with research, additional consultation, and legal advice, will generate more specific bargaining proposals that your pCPA Bargaining Team will take to the table with the Employer as we negotiate our first contract.

Great! As a grassroots union, AMAPCEO is powered by the participation of our members.

There are a number of different volunteer roles based on your interests, skills, and availability.

Who do I contact if I have an issue at work?

AMAPCEO is here for you. As your union, independent of your employer and Human Resources, we represent you and your interests. Confidentiality is guaranteed.

If you're experiencing an issue in the workplace, please contact AMAPCEO Workplace Advisor Monia Umuhoza at umuhoza@amapceo.on.ca.

In our union, stewards are called Workplace Representatives, and they are volunteers who act as a front-line contact for colleagues seeking information and advice about their rights as employees, their Collective Agreement, for help resolving workplace issues. Workplace Representatives are trained by AMAPCEO and work directly with the union's staff Workplace Advisors and Dispute Resolution Officers.

How much are AMAPCEO membership dues?

We do not have to pay dues until we approve our first collective agreement.

Once we have our first collective agreement, membership dues are 1% of your gross salary and are taken by payroll deduction. Union dues are 100% tax deductible. All AMAPCEO dues go to provide services and support for members.

The AMAPCEO office is on the traditional unceded territory of Haudenosaunee speaking nations, including the Wendat, Seneca and Mohawk. These nations have been here since time immemorial and were in more recent times joined by the Mississaugas of the Credit.
